Reopened — this PR was merged as a hollow scaffold, not an implementation. Its merge (6ad8c29) brought in only .anima/wip/019dc599.md (the triage marker), zero code. Phase 38 (relocatable session-based akh / Postgres-as-truth / 3-tier sleep / AGE projections) is not implemented in src/ — confirmed by audit (no relocatable/akhomed.facts/WAL/sea-orm/AGE code in the engine; the engine is still redb + oxigraph + HNSW). ADR 049 remains Proposed. Recorded in docs/ai/2026-06-02-scaffold-merge-audit.md.
