Left open during the 2026-06-02 integration pass (78 PRs merged to develop + main). Deferred as a giant phase scaffold: the diff is 21 files / +29,173 vs develop — comparable to #224. Merging it blind alongside the 78 integrated PRs risks an incoherent/half-wired tree. Recommendation: rebase Phase 30 (Procedural Skills) onto current develop (ef8ea0b) and land it as its own reviewed, compiling change. See docs/ai/2026-06-02-pr-integration-report.md.
