Anima WI: 019dd0c7 — project Akh-Medu (019d9844-ce74-7993-a9f0-c953b8f04a4e). Reactivate this WI (reset current_phase → agent-ready) for the anima-triage cycle; this Forgejo issue is the human-readable mirror.

Fresh tracking issue. PR #123 was merged as a hollow scaffold (only .anima/wip marker) and cannot be reopened.

Status: crates/heka/README.md documents a heka-bridge daemon on :7000 (OpenAI-compatible endpoint + browser bookmarklet), but there is no [[bin]] target, no bin/ dir, and no chat/completions/axum-router code in crates/heka/src. Only the Heka MCP server (drawer/contradict) exists. Doc-only.

Scope: implement the heka-bridge binary — an OpenAI-compatible HTTP endpoint + bookmarklet that routes external-tool traffic into Heka memory. Audit: docs/ai/2026-06-02-scaffold-merge-audit.md.
