Introduce a Vagrantfile-like declarative config format using KDL for defining multi-VM environments. Includes KDL parsing with validation, a provisioning engine (shell inline/script + file upload over SSH), and four new CLI commands for managing VM lifecycles from VMFile.kdl definitions.
